India has approached the Pakistan government at the highest levels with its appeal to spare Sarabjit Singh on humanitarian grounds, Prime Minister Manmohan Singh has said.

Racing against time, Sarabjit’s sister Dalbir Kaur handed over a clemency petition at the Pakistan High Commission in Delhi. She also requested President Pervez Musharraf to allow the family to meet him.

Pakistan Human Rights Minister Ansar Burney on Tuesday said: “There are chances of clemency for him. If President Musharraf receives a mercy plea from Sarabjit’s family, he has the right to forgive him.”

In Parliament, External Affairs Minister Pranab Mukherjee said in a suo motu statement that India was appealing to the government of Pakistan “to treat Sarabjit Singh’s case with clemency on humanitarian grounds”.
